India didn't wait for the card networks. It built the rail itself.

Unified Payments Interface connects more than six hundred banks through one open, public interface, so anyone can pay anyone, at any bank, for free, with a phone and a QR code. More than three hundred million people now pay this way, from the street cart to the mall.

When the state builds the rail and gives it away, the whole market moves.
